On December 13, Foreign Minister Wang Yi expressed China’s basic position on Sino-US relations at the 2019 International Situation and Chinese Diplomacy Symposium. The following script is from his speech.
Foreign Minister Wang Yi pointed out that in 2019, Sino-US relations are undoubtedly the most topical issues in the international community. This year marks the 40th anniversary of the establishment of diplomatic relations between China and the United States, but the relations have experienced unprecedented complications in 40 years. In the fields of economy, trade, science and technology, and personnel exchanges, the US has continuously imposed unprovoked restrictions and suppressed China, deliberately attacked and smeared on the core interests of China’s territorial sovereignty and national dignity, such as Hong Kong, Taiwan, Xinjiang, Tibet, and human rights. Moreover, the US has also used various international occasions to denigrate China’s social system, its path of development, and its mutually beneficial cooperation with other countries, and to charge China with all sorts of unqualified charges. This near-paranoid psychology is very rare in international exchanges, seriously undermining the hard-won foundation of mutual trust between China and the United States and seriously weakening the international credibility of the United States itself. It is also being questioned and resisted by more and more countries.
Wrong actions stem from wrong perceptions. In the final analysis, the US side has misjudged China’s perception. Some people in the United States believe that China will certainly be as powerful as a traditional power and will eventually challenge and replace the United States. Some people, out of ideological prejudice, have difficulty accepting the success of the socialist system with Chinese characteristics and are reluctant to admit that the world has a different path of modernization other than the Western model. Some people pass on America’s problems to China and engage in “internal and external management”, and others attempt to gain personal political interests through strong actions against China.
At the same time, not only does America’s view of China go astray, but view of the world has also been biased. As the most powerful country, the US has abandoned its international responsibilities and obligations and has repeated the mistakes of unilateralism and protectionism.
In just over two years, America withdrew from the Trans-Pacific Partnership Agreement, the Paris Climate Agreement, UNESCO, the Comprehensive Agreement on the Iranian Nuclear Issue, the UN Human Rights Council, the Vienna Convention on Diplomatic Relations, the INF Treaty, and so on. And these behaviors are overtly reversing history and constantly violating the treaties. America has brought the international communities many problems and troubles and has become a troublemaker in today’s world.
